Disaster
preparedness includes all of the activities that are carried out
prior to the advance notice of a catastrophe in order to facilitate
the use of available resources, relief, and rehabilitation in the
best possible fashion. Disaster preparedness starts at the local
community level; if local resources were insufficient, it would
branch out to the national level, and if needed, the international
level.
Disaster mitigation is the ongoing effort to lessen
the impact disasters have on people and property. Fewer people and
communities would be affected by natural disasters with the use
of this process. Because of the varying degree of each natural disaster,
there are

different mitigation strategies for each. Outlined in the following
tables are some important recommendations for protection against
disaster.
Appanoose, Lucas, Monroe and Wayne counties have
all received federal grant funding to assist with the preparation
of County wide MultiJurisdictional Hazard Mitigation Plans. The
plans allow each
county to evaluate what hazards could potentially happen in the
region, how the county
could better be prepared and what steps could be taken. This is
a lengthy process the committee participants work through to create
an inclusive document. It is intended to be a useful guide that
will give
communities direction to disaster prevention, preparedness, and
safety. The plans are over seen by
Iowa’s Homeland Security and Federal Emergency Management
Agency. When the plans are federally
approved the participating cities and county may be eligible for
grant funding to accomplish the outlined goals and strategies.

Mission Statement
Programs and activities of the Chariton Valley Planning and Development
are sponsored in part by the U.S. Department of Transportation, Federal
Highway Administration and Federal Transit Administration. Project partners
include the Iowa Department of Economic Development, Iowa Department of
Cultural Affairs, regional tourism and economic development agencies and
local governments from Appanoose, Clarke, Davis, Decatur, Lucas, Monroe,
Wayne and contiguous Iowa counties.
